Bihar has formally entered India’s race to court artificial intelligence investment. The state Cabinet, chaired by Chief Minister Samrat Choudhary, on Wednesday, 28 October, approved the Bihar Artificial Intelligence Policy 2026, a framework designed to bring AI companies, global capability centres (GCCs), startups and digital enterprises to the state while embedding AI deeper into how the government delivers services.
The policy was among 43 proposals cleared at the Cabinet meeting, alongside a new MSME policy and a bio-fuel and compressed biogas promotion policy, signalling a wider push by the state to reposition its economy around industry and new technology.
A broad incentive package for AI businesses
According to Additional Chief Secretary Arvind Chaudhary and a press note from the state’s Information Technology Department, the policy offers a wide menu of financial support for eligible AI-focused units. This includes:
- Capital investment subsidies and interest subvention
- Incentives for cloud infrastructure usage
- Lease rental and power tariff subsidies
- Employment generation support, including help with ESI and EPF contributions
- SGST reimbursement, certification reimbursement and export incentives
- Specific incentives for AI model development
The government has also kept room for tailor-made packages for eligible large units. The press note did not spell out incentive rates, eligibility thresholds or financial caps, which are expected to be detailed in the operational guidelines.
Startups, research and infrastructure
For the startup ecosystem, the policy promises incubation facilities, financial assistance, mentoring, innovation challenges and market access support. It also proposes Centres of Excellence, closer industry–academia collaboration, and help with developing and commercialising intellectual property.
On the infrastructure side, Bihar plans innovation hubs, data and computing facilities, IT parks and plug-and-play spaces, and wants AI solution providers, system integrators and data service companies to set up operations in the state.
AI for governance and priority sectors
Governance sits at the centre of the policy. The state has identified agriculture, healthcare, education, manufacturing and urban services as priority areas where AI can improve efficiency, transparency and service delivery. Earlier drafts reviewed by the Chief Minister also flagged land reforms and disaster management as use cases.
Talent is the other pillar. During a review of the draft policy, the IT Department outlined a goal to train five lakh young people in AI over five years. The state has been working with IIT Patna on an advanced IT and AI research centre and a deeptech startup lab, and has signed non-financial MoUs with technology players including Google, Microsoft, CoRover’s BharatGPT and Sarvam AI for AI capacity building among officials, teachers and youth. The government has also said it intends to hold a major annual AI conference for the next five years.
Why it matters
States are fast becoming a key layer of India’s AI story. As the IndiaAI Mission builds national compute and model capacity, states such as Uttar Pradesh, Telangana, Maharashtra and Tamil Nadu have rolled out their own AI parks, skilling drives and investment frameworks. Bihar’s entry widens that map to a large, young and historically under-industrialised state that is keen to attract GCCs and tech employers.
The real test will be execution: how quickly the incentive rules are notified, whether compute and data-centre infrastructure follows, and how effectively AI tools reach citizens through public services. For enterprises and AI startups scouting cost-effective locations and a large talent pool, Bihar has now put a formal offer on the table.
