ARISE Initiative Strengthens with MeitY and HCLTech Collaboration

In a significant step toward nurturing innovation and youth-driven enterprise, the MeitY Startup Hub (MSH) has entered into a strategic collaboration with HCLTech by signing a Memorandum of Understanding (MoU) aimed at empowering young entrepreneurs under the ARISE (Advancing Resilient India through Startups and Enterprises) initiative.

The MoU was formally signed by Dr. Panneerselvam (PS) Madanagopal, CEO of MeitY Startup Hub, and Srimathi Shivashankar, Corporate Vice President at HCLTech. This partnership underscores a shared commitment to fostering a vibrant ecosystem for innovation, digital skills, and entrepreneurial growth aligned with the broader goals of the Digital India mission.


As part of the next phase of the ARISE initiative, MeitY Startup Hub will lead efforts to provide national recognition to top-performing innovations. The collaboration will also offer structured support to promising startups, including mentoring, access to resources, and platforms for scaling impactful ideas. By enabling early-stage innovators to access critical infrastructure and guidance, the initiative is poised to drive sustainable and inclusive innovation across India.

HCLTech’s participation will bring deep technology expertise, industry mentorship, and outreach capabilities to the programme, bridging the gap between innovation and implementation. With this collaboration, both organisations aim to cultivate a strong pipeline of digitally-skilled youth entrepreneurs who can contribute meaningfully to India’s technology-driven development.


Speaking on the occasion, Dr. Panneerselvam Madanagopal emphasised the importance of creating enabling frameworks for inclusive innovation. “This partnership with HCLTech will not only accelerate our efforts to identify and support high-impact innovators but also align with our vision of fostering equitable access to opportunities across India’s youth demographic,” he stated.

Srimathi Shivashankar of HCLTech highlighted the synergy between corporate and government efforts to build a future-ready, innovation-centric India. “By combining MeitY Startup Hub’s policy ecosystem and HCLTech’s technological strengths, we are confident of empowering the next generation of changemakers,” she noted.
