Cabinet Announces NCoE to Power India’s Animation, VFX, Gaming, Comics & Extended Reality Growth By Elets News Network - 19 September 2024

The Union Cabinet has approved the establishment of a National Centre of Excellence (NCoE) in Mumbai to promote India’s animation, visual effects, gaming, and comics (AVGC) ecosystem. The centre, modelled after institutes like IITs and IIMs, will also include extended reality (XR).

Union Minister Ashwini Vaishnaw explained the move: “The AVGC-XR sector plays an indispensable role in media, entertainment, gaming, health, education, and other social sectors, making it essential to the country’s growth story.” India has to keep up with the global demand for AVGC-XR, which is set to grow exponentially, he added.


The NCoE is set to function as a Section 8 company under the Companies Act 2013, along with the Federation of Indian Chambers of Commerce and Industry (FICCI) and the Confederation of Indian Industry (CII), in partnership with the government of India.

The objective of establishing the NCoE is to place India as a global hub of content creation, increase the nation’s soft power, and attract foreign investments into the entertainment and media sector.

The centre will enable research and development (R&D) and offer specialised training programmes to equip professionals with the latest AVGC-XR technologies. This will be achieved by bringing together computer science, engineering, design and art experts.

The centre will also prioritise intellectual property creation for both domestic and international markets, with a special focus on India’s culture and historical heritage. It will also act as an incubation hub for startups and provide resources and support to early-stage companies in the AVGC-XR industry.
