
In a strategic move to deepen international cooperation in innovation and emerging technologies, the Government of Karnataka and the State of Berlin, Federal Republic of Germany, signed a Joint Declaration of Intent on July 9, 2025. This landmark agreement marks a significant milestone in strengthening ties between two of the world’s foremost technology ecosystems, Bengaluru and Berlin.
The collaboration falls under Karnataka’s flagship Global Innovation Alliance (GIA) initiative and aims to promote startup exchange, soft-landing support, and enhanced cooperation in cutting-edge fields such as artificial intelligence, fintech, IT/digitalisation, and life sciences. The formalisation ceremony was held in the presence of Priyank Kharge, Karnataka’s Minister for IT/BT and Rural Development, and Franziska Giffey, Mayor and Senator for Economic Affairs, Energy and Public Enterprises, Berlin.

“The partnership will reduce the distance between Berlin and Bengaluru by enabling startup exchange, soft-landing support and deeper tech and innovation collaboration,” Minister Kharge shared in a social media statement. He further emphasised the inclusive nature of the partnership, highlighting a strong focus on women-led enterprises and green innovation.

The Berlin delegation’s two-day visit to Bengaluru includes strategic stops at major institutions such as the Infosys campus, RV College of Engineering, and the Indian Institute of Management Bangalore. These visits aim to showcase Karnataka’s innovation landscape and foster knowledge exchange with Berlin’s ecosystem.

In addition to academic and corporate visits, the delegation will engage with key industry associations, including NASSCOM, to identify collaboration opportunities in research, technology development, and investment facilitation. Berlin is also expected to offer Indian startups a broad suite of support services, ranging from seed funding and advisory assistance to investor networking and access to co-working infrastructure.
This bilateral agreement signifies more than just diplomatic goodwill. It reflects a shared commitment to creating a globally connected innovation corridor that harnesses the strengths of both regions. Bengaluru, often referred to as India’s Silicon Valley, offers a vibrant startup culture, a robust talent pool, and deep expertise in digital technologies. Berlin complements this with its reputation for creativity, advanced research, and strong government backing for entrepreneurship.
To ensure tangible outcomes, both governments will establish a joint steering committee supported by dedicated nodal officers. This governance structure will be tasked with monitoring progress, designing co-branded innovation programmes, and ensuring alignment with mutual economic and innovation goals.
The Karnataka–Berlin alliance is a progressive step toward a more interconnected global startup ecosystem. It stands as a model for cross-border collaboration that not only fosters economic growth but also prioritises inclusivity and sustainability.
