TCS and CDAC Join Hands to Build India’s Sovereign Cloud By Elets News Network - 08 July 2025

Tata Consultancy Services (TCS) and the Centre for Development of Advanced Computing (C-DAC) have signed a landmark Memorandum of Understanding (MoU) at Tec-Verse 2025 in New Delhi, formalising their partnership to build India’s sovereign cloud. The MoU, witnessed by senior officials from the Ministry of Electronics and Information Technology, marks a major step toward achieving full data localisation and strengthening the country’s technological self-reliance. 

This collaboration is set to establish an indigenous cloud platform that ensures all data, servers, and data centres are located within India, directly addressing concerns about data security and compliance with the Digital Personal Data Protection Act, 2023. By ensuring that sensitive government and public sector data remains within national borders, the initiative supports India’s digital sovereignty and aligns with the government’s Aatmanirbhar Bharat vision.


The sovereign cloud project is designed to provide a secure, AI-ready infrastructure that will support India’s digital transformation goals. It aims to serve as a backbone for digital public infrastructure, enabling secure citizen services and ensuring regulatory compliance for both government and private enterprises. The partnership also extends into advanced technology domains, including quantum computing, artificial intelligence, machine learning, and the development of indigenous microprocessors such as C-DAC’s VEGA and Teja series. By focusing on these areas, TCS and C-DAC are working to reduce India’s reliance on foreign technology providers and foster homegrown innovation.

Leaders from both organisations have emphasised the long-term vision of this collaboration. D Ethirajan, scientist and centre head at C-DAC Chennai, stated that while the immediate focus is on cloud computing, the partnership will also drive advancements in quantum technology, AI/ML, and chip design. Magesh E, Director General of C-DAC, highlighted that the agreement ensures complete data localisation, with all cloud services, servers, and data centres residing in India. Pramod P J, corporate R&D and scientist at C-DAC, noted that TCS’s market reach will help bring these indigenous research and development efforts to a wider audience, especially in emerging technology sectors.

This initiative is expected to accelerate India’s journey towards technological sovereignty and innovation leadership. By combining TCS’s expertise in large-scale digital deployments with C-DAC’s advanced R&D capabilities, the sovereign cloud platform will empower India’s public and private sectors, supporting the nation’s vision for a secure, resilient, and self-reliant digital future.
