AI Policy, Ethics & Regulation: Karnataka Leads the Way By cioNetworks - 27 August 2025

Karnataka is known as India’s tech hub. Cities like Bengaluru are home to global IT giants and thousands of startups. Now, the state is taking bold steps, moving from an IT-first approach to an AI-first vision. 

Home to over 100,000 talented AI professionals, the state is pioneering solutions in areas like machine learning, deep learning, natural language processing, and more.  The state’s thriving tech ecosystem, encompassing world-class universities, research centers, and innovation labs, is nurturing the talent essential to survive in the fast-evolving AI era. 


Building on these strengths, the state government is laying the groundwork to accelerate AI growth through a strong framework for AI policy, ethics & regulation. 

With the goal to lead India’s AI revolution, Karnataka is planning to launch a state-level AI mission under the new IT Policy 2025–2030. The mission’s purpose is to strengthen the state’s position as a national technology leader.


The AI mission has three key objectives. First, it aims to take innovation forward. Startups and enterprises will get support through incubators, accelerators, and regulatory sandboxes. The idea is to help them experiment, scale, and succeed under guided AI policy, ethics & regulation.

Second, the mission will tackle challenges that come with technology. Automation, deepfakes, and digital fraud are growing concerns. The state will take proactive steps to manage these risks. This will ensure that AI benefits society without causing harm. It is about balancing innovation with safety.

Third, the focus is on responsible AI governance. Ethical frameworks and policies will guide AI development. Smart governance will ensure transparency, fairness, and accountability. Karnataka wants AI to be not only powerful but also ethical.

The state government has already taken the first steps to understand the long-term effects of AI on Karnataka’s IT industry with the launch of an ‘AI workforce impact study’. The study will assess how automation and generative AI are affecting employment, especially at entry-level positions. As AI is changing recruitment trends in tech. The insights from the study will guide policy and workforce planning for the future.
