Uttar Pradesh has taken a concrete step towards building homegrown robotics and artificial intelligence capacity. The state Cabinet, chaired by Chief Minister Yogi Adityanath, on Tuesday approved a 69.52-acre robotics and AI park in Greater Noida, a project the government estimates will generate more than one lakh direct and indirect jobs and contribute around ₹2,000 crore a year to the state economy once it runs at full scale.

Christened the Platform for Robotics and AI Growth Through Technology and Innovation, or PRAGATI Park, the facility is designed to anchor indigenous robotics manufacturing, speed up AI product development and give startups and researchers access to infrastructure that is usually out of their reach.

A two-zone model with a PPP core

Briefing reporters after the Cabinet meeting, state Finance Minister Suresh Kumar Khanna said the park will be built in two parts. The first zone, spread over eight acres, will be developed and run by a special purpose vehicle (SPV) under a public-private partnership. The Greater Noida Authority will own 26 per cent of the SPV, while an industrial partner, to be chosen through a quality-based selection process, will hold the remaining 74 per cent.

For this zone, the Greater Noida Authority will put in ₹21.1 crore as equity and the state government will extend a 30-year, interest-free loan of ₹126.2 crore. The SPV will also earn a service charge equal to five per cent of the revenue from development charges on land allotted in the second zone.

The larger second zone, covering 61.52 acres, will be developed by private companies investing in industrial units and allied activities, with no capital liability for the state.

Shared GPUs, test labs and certification under one roof

What makes the project relevant for India’s AI ecosystem is its common infrastructure. According to the project details, PRAGATI Park will host robotics testing and certification centres, rapid prototyping facilities, AI computing infrastructure, motion-capture systems and data laboratories.

Startups and entrepreneurs will be able to use GPU-based computing, advanced testing and prototyping at affordable rates, a meaningful offer at a time when Indian AI builders continue to report long waits and high costs for compute. The park is also meant to help companies test robotics products against global standards and secure CE and UL certifications, smoothing the path to export markets.

Timelines and the bigger picture

Commercial operations in the first zone are targeted within 36 months of the SPV’s registration, extendable to a maximum of 48 months, and a committee will monitor progress. The next steps include registering the SPV, allotting land, executing the lease deed and starting construction.

The approval fits a wider shift in India’s AI conversation from software alone towards physical AI, where intelligent systems sense and act in the real world through robots, machines and factories. By pairing manufacturing land with shared compute and certification capacity, Uttar Pradesh is betting that the next wave of AI value will come from hardware-plus-software products designed and built in India, reducing import dependence and creating skilling pathways for engineers and technicians in robotics, AI, prototyping and advanced manufacturing.

For enterprises and technology leaders, the project is one more signal that state governments now see AI infrastructure as a lever for industrial policy, not just a digital-governance initiative.
